The Cecil County Public Schools believes that all students with disabilities are entitled to a free appropriate public education which prepares them for independent living and productive engagement in the community. To achieve this goal, special education must provide a variety of early intervention, educational, and vocational program experiences for every student with a disability. The Cecil County Public Schools recognizes that special education is not defined by a site or setting but rather by the intensity of services designed to meet the needs of individual students. These services should be delivered in a nurturing environment within a continuum ranging from total inclusion in home schools to placement in specialized regional programs.
