Goals and Objectives

By June 2007, students in every elementary and secondary school will experience each of the MSDE Essential Learner in the fine arts and score satisfactory on selected fine arts assessments.

Objective 1.1

By June 2007, 100% of students assessed in grades 4, 7, and 11 will score satisfactory or above in assessments that reflect the Essential Learner Outcomes in the fine arts.

Strategy 1:

Fine Arts specialists and classroom teachers will develop and implement assessments aligned with the Essential Learner Outcomes in the fine arts.

Milestones for Objective 1:

Milestones to complete assessments for the five-year plan will include:

  • 1.1.1 Design and develop music assessments (2002-2003)
  • 1.1.2 Design and develop art assessments (2003-2004)
  • 1.1.3 Design and develop dance assessments (2004-2005)
  • 1.1.4 Design and develop theatre assessments (2005-2006)

Objective 1.2

By June 2006, 100% of students at the elementary and secondary levels will have access to fine arts instructors in art, dance, theatre, and music who utilize the Essential Learner Outcomes in the fine arts.

Strategy 2:

Incremental steps will be taken within the staffing plan to increase the number of fine arts staff, especially in the areas of theatre and dance.

Strategy 3:

Staff development programs will be provided to fine arts specialists and classroom teachers that reflect Essential Learner Outcomes in the Fine Arts.

Milestones for Objective 3:

Milestones to complete integrated units for the five-year plan will include:

  • 1.3.1 Staff development workshops (2002-2007)

Objective 1.4

By June 2003, the ArtsReach "Instruments from the Attic" program will expand its resources in order to provide potential instrumental students an opportunity to participate in programs that support implementation of the Essential Learner Outcomes in the Fine Arts.

Strategy 4:

ArtsReach will continue to provide financial and logistical support to the "Instruments from the Attic" program, thus providing students at risk an opportunity to comply with the Essential Learner Outcomes in the Fine Arts.

Milestones for Objective 4:

Milestones to continue development of "Instruments from the Attic" for the five-year plan will include:

  • 1.4.1 Increase financial resources (2002-2003)
  • 1.4.2 Expand marketing and recruitment efforts (2002-2003)
  • 1.4.3 Provide collaborator to assist with program (2002-2003)

Objective 1.5

By June 2004, ArtsReach will expand its partnership within community and regional constituencies in order to provide essential opportunities and financial resources to support implementation of the Essential Learner Outcomes in the Fine Arts for 100% of students grades K-12.

Milestones to continue development of ArtsReach for the five-year plan will include:

  • 1.5.1 Identify arts constituents (2002-2003)
  • 1.5.2 Convene a meeting with new constituents (2002-2003)
  • 1.5.3 Redesign the Constitution and By-Laws (2002-2003)
  • 1.5.4 Develop collaborative plan with new constituents (2003-2004)
  • 1.5.5 Continue to offer enrichment opportunities for targeted students (2002-2007)

Objective 1.6

By June 2007, students and instructional staff will be provided with the necessary replacement instruments and equipment to implement MSDE Essential Learner Outcomes in the Fine Arts.

Strategy 6:

Cecil County Public Schools will continue to replace necessary instruments and equipment in the arts for students and instructional staff.

Milestones for Objective 6:

Milestones to continue replacement of instruments and equipment for the five-year plan will include:

  • 1.6.1 Conduct a thorough needs analysis of equipment (2002-2003)
  • 1.6.2 Identify a long-range plan for replacement (2002-2003)
  • 1.6.3 Initiate a five-year replacement plan (2003-2007)

Objective 1.7

By June 2006, students and instructional staff will utilize current technology to implement MSDE Essential Learner Outcomes in the Fine Arts.

Strategy 7:

Cecil County Public Schools will continue to expand technology resources in the arts for students and instructional staff.

Milestones for Objective 7:

Milestones to continue development of technology for the five-year plan will include:

  • 1.7.1 Develop and implement a strategic plan for technology (2002-2003)
  • 1.7.2 Update technology resources in renovation projects (2002-2007)
  • 1.7.3 Implement technology hardware and software (2002-2007)
